| Many people do not realise what is involved with the D.A process and are surprised at the amount of documentation required. | ||||
| 1. | Development Application Stage. Architectural documentation is submitted to council as part of a development application (D.A.) The D.A. submission will generally include the following documentation: • A completed D.A. form • Council D.A. fees • Registered Surveyor’s land survey • Architectural plans (schematic) • Site analysis • Neighbours notification plans • Statement of Environmental Effects • Waste management plan • Basix Certificate • Completed council’s D.A. requirements check list Note: Depending on the particular circumstances of your property, council might also require the following documentation at D.A. stage; • Bush Fire Prone Area Report • Geo-tech Engineer’s reports • Preliminary Civil Engineer’s plans & specifications (Stormwater) • Shadow Diagrams (Double storey) • Local area character statements • Heritage statement • Arborists reports • Flora & fauna reports |

2. A council-employed Town Planner would be appointed to assess the
application on its merits. He or she will check that Development
Control Plans (DCP) and Local Environment Plans (LEP) requirements
are complied with i.e. minimum setbacks, floor to space ratio &
landscaping. The D.A. assessment period will normally take between six (6) to eight (8) weeks for a residential dwelling. |

Construction Certificate Application At the end of the D.A. assessment period, should council approve the DA, the following additional documentation together with appropriate fees will have to be submitted to council or a Private Certifier (P.C) before a Construction Certificate (C.C.) can be issued. • A completed C.C. form • Council C.C. fees • Architectural working drawings. • Building Specification • Structural Engineer’s plans & specifications • A copy of Home Owner’s Warranty (H.O.W) Supplied by your builder • Builder’s Licence No. & builders details or Owner Builder’s Licence No. Note that if you are planning to be an Owner Builder you are not required to submit a H.O.W certificate to council. Note: Depending on the particular circumstances of your property, council might also require the following documentation; Final Civil Engineer’s plans & specifications (Stormwater) |

At this point a council employed Building Inspector will take over
the C.C. application assessment. He or she will be ensuring that the
development is in accordance with the D.A. conditions of approval
and that the Building Code of Australia (BCA) and relevant
Australian Standards (A.S.) requirements are complied with i.e. Fire
ratings, health & amenity, and energy efficiency. |

A Construction Certificate (C.C) will be issued. Now you are ready to start building! |
